Scott graduated from Albright College with a B.A. in Political Science where he was a Jacob Award winner. He then attended the graduate program at the University of Pennsylvania, earning a Master of Government Administration degree. Scott went on to earn his law degree at the Temple University School of Law where he won the Arthur L. Berns Memorial Prize in Real Estate Law.
Scott has been a licensed attorney since 1999 and is admitted to practice in Pennsylvania and the Federal Court for the Eastern District of Pennsylvania. He is a member of the Pennsylvania Bar Association and Berks County Bar Association. Scott, his wife Sue and their son Emmett live on a small farm with 3 horses, 2 dogs and 2 cats.
